Explain the content and the hazards associated with using the phone to your children. Remember to comply with legal requirements and local restrictions when using the phone. For example, in aeroplanes, petrol stations, hospitals or while driving. Mobile phones can interfere with the functioning of medical devices such as hearing aids or pacemakers. 2 0 0 3 SAR (Cell Phone Designation) RF EXPOSURE /SPECIFIC ABSORPTION RATE (SAR) INFORMATION THIS SIEMENS MC60 PHONE MEETS THE GOVERNMENT'S REQUIREMENTS FOR EXPOSURE TO ELECTROMAGNETIC FIELDS. Your cell phone is a radio transmitter and receiver. It is designed and manufactured not to exceed the emission limits for exposure to radio frequency (RF) energy established by the Federal Communications Commission (FCC) of the U.S. Government and by Health Canada. These limits are part of comprehensive guidelines and establish permitted levels of RF energy for the general population. The guidelines were developed and confirmed by independent scientific organizations through periodic and thorough evaluation of scientific studies*. The standards include a substantial safety margin designed to assure the safety of all persons, regardless of age and health. The exposure standard for cell phones employs a unit of measurement known as the Specific Absorption Rate, or SAR. The SAR limit established by the FCC and by Health Canada is 1.6 W/kg**. Tests for SAR are conducted using standard operating positions accepted by the FCC and by Industry SAR (Cell Phone Designation) 5 Canada with the phone transmitting at its highest certified power level in all tested frequency bands. Although the SAR is determined at the highest certified power level, the actual SAR level of the phone while operating can be well below the maximum value. This is because the phone is designed to operate at multiple power levels so as to use only the power required to reach the network. In general, the closer you are to a wireless base station, the lower the power output. Before a phone model is available for sale to the public, it must be tested and the manufacturer must certify to the FCC and Industry Canada that it does not exceed the limit established by each government for safe exposure. The tests are performed in positions and locations
(e.g., at the ear and worn on the body), reported to the FCC and available for review by Industry Canada. The highest SAR value for this model phone when testest for use at the ear is 0.65 W/kg***
and when worn on the body+ is 0.30 W/kg***

Assembling Dismantling Note Your phone is supplied with a protective file applied to the display and the display cover of the front shell. Remove this film before getting started. In rare cases the static discharge may cause discoloration at the edges of the display. However this will disappear within 10 minutes. To avoid damage to the display, the phone should not be used without the top shell. m

To remove, press the retaining tab on the side of the battery, then lift the battery out. Place cover on phone and then push to the lower edge , until it clicks into place.
Additional information Please switch off your phone before removing the battery!
Only 3V SIM cards are supported. Please contact your service provider if you have an older card. SIM card problems ............................p. 55 Insert SIM card/battery The service provider supplies you with a SIM card on which all the important data for your line is stored. If the SIM card has been delivered in credit-card size, snap the smaller segment out and remove any rough edges. Press grooved area , then remove the cover forwards/upwards in the direction of the arrow .
Place the SIM card into the slot with the contact surface facing downwards. Gently push the holder tab over the SIM card 3 (ensure the bevelled corner is correctly positioned).
Insert the battery sideways into the phone , then press downwards until it engages. m

2 0 0 3 Getting started 12 Charge battery The battery is not fully charged when delivered. Plug charger cable into the bottom of the phone, plug power supply unit into a mains power socket and charge for at least two hours. Display when charging is in progress
During charging. Charging time An empty battery is fully charged after about 2 hours. Charging is only possible within a temperature range of +5 C to +40 C. If the temperature rises/falls 5 C above/below this, the charge symbol flashes a warning. The mains voltage specified on the power supply unit must not be exceeded. Charge icon not visible If the battery has been discharged fully the charge icon is not immediately visible when the power supply unit is plugged in. It will appear after up to two hours. In this case the battery is fully charged after 3-4 hours. Only use the power supply unit supplied!
Display while in service Charge level display during operation (empty-full):
A beep sounds when the battery is nearly empty. The charge level of the battery is only displayed correctly after an uninterrupted charging/discharging cycle. You should therefore not remove the battery unnecessarily and where possible not terminate the charging process before completion. Additional information The power supply unit heats up when used for long periods. This is normal and not dangerous. If the battery is removed for longer than 30 seconds, the clock must be reset. m

Keep these confidential numbers in a safe place where you can access them again if required. Codes PIN control You can stop the PIN prompt being activated when the phone is switched on, but you then risk unauthorised use of the phone. Select Press, then enter PIN and confirm with OK. Press and confirm with OK . Change Change PIN You can change the PIN to any 4- to 8-digit number you find easier to remember.

(4-8 digits) the first time you call up a protected function. It is then valid for all phone-code protected functions. Enter the PUK (MASTER PIN), provided by your service provider with the SIM card, according to instructions. If the PUK (MASTER PIN) has been lost, please contact your service provider. Preventing accidental activation Even if PIN control is deactivated confirmation is required to switch on the phone. This prevents the phone from being switched on accidentally, e. g. when carried in a pocket or whilst you are on an aircraft.

Use the top of the control key to start adjusting the volume. Then press top/bottom to adjust the volume as required (only possible during a conversation). If a Car Kit is used, its volume setting will not affect the usual setting on the phone. m

Precipitation, humidity and liquids contain minerals that will corrode electronic circuits. 2 0 0 3 U.S. FDA The U.S. Food and Drug Administration's (FDA) Center for Devices and Radiological Health Consumer Update on Mobile Phones FDA has been receiving inquiries about the safety of mobile phones, including cellular phones and PCS phones. The following summarizes what is know and what remains unknown about whether these products can pose a hazard to health, and what can be done to minimize any potential risk. This information may be used to respond to questions. Why the concern?
Mobile phones emit low levels of radio frequency energy (i.e., radio frequency radiation) in the microwave range while being used. They also emit very low levels of radio frequency energy (RF), considered non-significant, when in the stand-by mode. It is well known that high levels of RF can produce biological damage through heating effects (this is how your microwave oven is able to cook food). However, it is not known whether, to what extent, or through what mechanism, U.S. FDA 63 lower levels of RF might cause adverse health effects as well. Although some research has been done to address these questions, no clear picture of the biological effects of this type of radiation has emerged to date. Thus, the available science does not allow us to conclude that mobile phones are absolutely safe, or that they are unsafe. However, the available scientific evidence does not demonstrate adverse health effects associated with the use of mobile phones. What kinds of phones are in question?
Questions have been raised about hand-held mobile phones, the kind that have a built-in antenna that is positioned close to the user's head during normal telephone conversation. These types of mobile phones are of concern because of the short distance between the phone's antenna the primary source of the RF and the person's head. The exposure to RF from mobile phones in which the antenna is located at greater distances from the user (on the outside of a car, for example) is drastically lower than that from hand-held phones, because a person's RF exposure decreases rapidly with distance from the source. The safety of so-called
"cordless phones", which have a base unit connected to the telephone wiring in a house and which operate at far lower power levels and frequencies, has not been questioned. M F

held mobile phones might be harmful?
Briefly, there is not enough evidence to know for sure, either way; howev-
er, research efforts are on-going. The existing scientific evidence is conflicting and many of the studies that have been done to date have suffered from flaws in their research methods. Animal experiments inves-
tigating the effects of RF exposures characteristic of mobile phones have yielded conflicting results. A few ani-
mal studies, however, have suggest-
ed that low levels of RF could accel-
erate the development of cancer in laboratory animals. In one study, mice genetically altered to be predis-
posed to developing one type of can-
cer developed more than twice as many such cancers when they were exposed to RF energy compared to controls. There is much uncertainty among scientists about whether re-
sults obtained from animal studies apply to the use of mobile phones. First, it is uncertain how to apply the results obtained in rats and mice to humans. Second, many of the stud-
ies showed increased tumor devel-
opment used animals that had al-
ready been treated with cancer-
causing chemicals, and other studies exposed the animals to the RF virtu-
ally continuously up to 22 hours per day. For the past five years in the United States, the mobile phone industry has supported research into the safe-
ty of mobile phones. This research has resulted in two findings in partic-
ular that merit additional study:
1. In a hospital-based, case-control study, researchers looked for an as-
sociation between mobile phone use and either glioma (a type of brain cancer) or acoustic neuroma (a be-
nign tumor of the nerve sheath). No statistically significant association was found between mobile phone use and acoustic neuroma. There was also no association between mobile phone use and gliomas when all types of gliomas were considered together. It should be noted that the average length of mobile phone ex-
posure in this study was less than three years. When 20 types of glioma were con-
sidered separately, however, an as-
sociation was found between mobile phone use and one rare type of glio-
ma, neuroepithelliomatous tumors. It is possible with multiple compari-
sons of the same sample that this as-
sociation occurred by chance. More-
over, the risk did not increase with how often the mobile phone was used, or the length of the calls. In fact, the risk actually decreased with cumulative hours of mobile phone use. Most cancer causing agents in-
crease risk with increased exposure. An ongoing study of brain cancers by the National Cancer Institute is ex-
pected to bear on the accuracy and repeatability of these results.1 M F

2 0 0 3 2. Researchers conducted a large battery of laboratory tests to assess the effects of exposure to mobile phone RF on genetic material. These included tests for several kinds of abnormalities, including mutations, chromosomal aberrations, DNA strand breaks, and structural changes in the genetic material of blood cells called lymphocytes. None of the tests showed any effect of the RF except for the micronucleus assay, which detects structural effects on the genetic material. The cells in this assay showed changes after exposure to simulated cell phone radiation, but only after 24 hours of exposure. It is possible that exposing the test cells to radiation for this long resulted in heating. Since this assay is known to be sensitive to heating, heat alone could have caused the abnormalities to occur. The data already in the literature on the response of the micronucleus assay to RF are conflicting. Thus follow-up research is necessary. 2 FDA is currently working with government, industry, and academic groups to ensure the proper follow-
up to these industry-funded research findings. Collaboration with the Cellular Telecommunications Internet Association (CTIA) in particular is expected to lead to FDA providing research recommendations and scientific U.S. FDA 65 oversight of new CTIA-funded research based on such recommendations. Two other studies of interest have been reported recently in the literature:
Two groups of 18 people were exposed to simulated mobile phone signals under laboratory conditions while they performed cognitive function tests. There were no changes in the subjects'
ability to recall words, numbers, or pictures, or in their spatial memory, but they were able to make choices more quickly in one visual test when they were exposed to simulated mobile phone signals. This was the only change noted among more than 20 variables compared.3 In a study of 209 brain tumor cases and 425 matched controls, there was no increased risk of brain tumors associated with mobile phone use. When tumors did exist in certain locations, however, they were more likely to be on the side of the head where the mobile phone was used. Because this occurred in only a small number of cases, the increased likelihood was too small to be statistically significant.4 In summary, we do not have enough information at this point to assure the public that there are, or are not, any low incident health problems M F

FDA continues to work with all parties, including other federal agencies and industry, to assure that research is undertaken to provide the necessary answers to the outstanding questions about the safety of mobile phones. What is known about cases of human cancer that have been reported in users of hand-held mobile phones?
Some people who have used mobile phones have been diagnosed with brain cancer. But it is important to understand that this type of cancer also occurs among people who have not used mobile phones. In fact, brain cancer occurs in the U.S. population at a rate of about 6 new cases per 100,000 people each year. At that rate, assuming 80 million users of mobile phones (a number increasing at a rate of about 1 million per month), about 4800 cases of brain cancer would be expected each year among those 80 million people, whether or not they used their phones. Thus it is not possible to tell whether any individual's cancer arose because of the phone, or whether it would have happened anyway. A key question is whether the risk of getting a particular form of cancer is greater among people who use mobile phones than among the rest of the population. One way to answer that question is to compare the usage of mobile phones among people with brain cancer with the use of mobile phones among appropriately matched people without brain cancer. This is called a case-control study. The current case-control study of brain cancers by the National Cancer Institute, as well as the follow-up research to be sponsored by industry, will begin to generate this type of information. What is FDA's role concerning the safety of mobile phones?
Under the law, FDA does not review the safety of radiation emitting consumer products such as mobile phones before marketing, as it does with new drugs or medical devices. However, the agency has authority to take action if mobile phones are shown to emit radiation at a level that is hazardous to the user. In such a case, FDA could require the manufacturers of mobile phones to notify users of the health hazard and to repair, replace or recall the phones so that the hazard no longer exists. Although the existing scientific data do not justify FDA regulatory actions at this time, FDA has urged the mobile phone industry to take a number of steps to assure public safety. The agency has recommended that the industry:

Design mobile phones in a way that minimizes any RF exposure to the user that is not necessary for device function; and Cooperate in providing mobile phone users with the best possible information on what is known about possible effects of mobile phone use on human health. At the same time, FDA belongs to an interagency working group of the federal agencies that have responsibility for different aspects of mobile phone safety to ensure a coordinated effort at the federal level. These agencies are:

In the absence of conclusive information about any possible risk, what can concerned individuals do?
U.S. FDA 67 If there is a risk from these products and at this point we do not know that there is it is probably very small. But if people are concerned about avoiding even potential risks, there are simple steps they can take to do so. For example, time is a key factor in how much exposure a person receives. Those persons who spend long periods of time on their hand-held mobile phones could consider holding lengthy conversations on conventional phones and reserving the hand-held models for shorter conversations or for situations when other types of phones are not available. People who must conduct extended conversations in their cars every day could switch to a type of mobile phone that places more distance between their bodies and the source of the RF, since the exposure level drops off dramatically with distance. For example, they could switch to:
a mobile phone in which the antenna is located outside the vehicle, a hand-held phone with a built-in antenna connected to a different antenna mounted on the outside of the car or built into a separate package, or a headset with a remote antenna to a mobile phone carried at the waist.
