FCC Regulations:
This device complies with part 15 of the FCC Rules. RF Exposure Information This device meets the governments requirements for exposure to radio waves. This device is designed and manufactured not to exceed the emission limits for exposure to radio frequency (RF) energy set by the Federal Communications Commission of the U.S. Government. This device complies with FCC radiation exposure limits set forth for an uncontrolled environment. In order to avoid the possibility of exceeding the FCC radio frequency exposure limits, human proximity to the antenna shall not be less than 20cm (8 inches) during normal operation. Maximum antenna gain allowed for use with this device is -0.66 dBi. When the module is installed in the host device, the FCC ID label must be visible through a window on the final device or it must be visible when an access panel, door or cover is easily re-moved. If not, a second label must be placed on the outside of the final device that contains the following text:

Quad-Band GSM/GPRS/EDGE and Tri-Band WCDMA/HSDPA/HSUPA Module to show compliance with the RF Exposure. Requirements Three different categories of transmitters are defined by the FCC in OET Bulletin 65. These categories are fixed installation, mobile and portable and are defined as follows:
Fixed installation:
Fixed location means that the device, including its antenna, is physically secured at a permanent location and is not able to be easily moved to another location. Additionally, distance to humans form the antenna is maintained to at least 2 meters. Mobile Devices:
A mobile device is defined as a transmitting device designed to be used in other than fixed locations and to be generally used in such a way that a separation distance of at least 20 centimeters is normally maintained between the transmitterss radiating structures and the body of the user or nearby persons. Transmitters designed to be used by consumers or workers that can be easily re-located are considered mobile devices if they meet the 20 centimeter separation requirement. The FCC rules for evaluating mobile devices for RF compliance are found in 47 CFR 2.1091. Portable Devices:
A portable device is defined as a transmitting device designed to be used so that the radiating structure(s) of the device is/are within 20 centimeters of the body of the user. Portable device requirements are found in Section 2.1093 of the FCCs Rules (47 CFR 2.1093) For this test report the Foxconn DC210M is being done as a mobile device and the MPE is evaluated at the 20cm test distance. The FCC also categorizes the use of the device as based upon the users awareness and ability to exercise control over his or her exposure. The two categories defined are Occupational/Controlled Exposure and General Population/Uncontrolled Exposure. These two categories are defined as follows:

In general, occupational/controlled exposure limits are applicable to situation in which persons are exposed as a consequence of their employment, who have been made fully aware of the potential for exposure. Awareness of the potential for RF exposure in a workplace or similar environment can be provided through specific training as part of a RF safety program. If appropriate, warning signs and labels can also be used to establish such awareness by providing prominent information on the risk of potential exposure and instructions on methods to minimize such exposure risks. General Population/Uncontrolled Exposure:
The general population / uncontrolled exposure limits are applicable to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Members of the general public would come under this category when exposure is not employment-related; for example, in the case of a wireless transmitter that exposes persons in its vicinity. Warning labels placed on low-power consumer devices such as cellular telephones are not considered sufficient to allow the device to be considered under the occupational/controlled category and the general population/uncontrolled exposure limits apply to these devices. : Rev. 01 FCC RF Test Report Report No. : FG982203 3.7 Frequency Stability Measurement 3.7.1 Description of Frequency Stability Measurement The frequency stability shall be measured by variation of ambient temperature and variation of primary supply voltage to ensure that the fundamental emission stays within the authorized frequency block. The frequency stability of the transmitter shall be maintained within 0.00025% (2.5ppm) of the center frequency. 3.7.2 Measuring Instruments See list of measuring instruments of this test report. 3.7.3 Test Procedures for Temperature Variation 1. The EUT was set up in the thermal chamber and connected with the base station. 2. With power OFF, the temperature was decreased to -30C and the EUT was stabilized for three hours. Power was applied and the maximum change in frequency was recorded within one minute. 3. With power OFF, the temperature was raised in 10C step up to 50C. The EUT was stabilized at each step for at least half an hour. Power was applied and the maximum frequency change was recorded within one minute. 4. If the EUT can not be turned on at -30C, the testing lowest temperature will be raised in 10C step until the EUT can be turned on. 3.7.4 Test Procedures for Voltage Variation 1. The EUT was placed in a temperature chamber at 255 C and connected with the base station. 2. The power supply voltage to the EUT was varied from BEP to 115% of the nominal value measured at the input to the EUT. 3.
