By design, LTE/5GNR User Equipment (UE) will only transmit after receiving the Master Information Block (MIB) and the System Information Block (SIB) from base stations. This information is necessary for the UE to join the network. Accordingly, transmissions on non-allocated US bands (eg. 3550-3700 MHz) cannot occur because there will be no authorized base station device operating on non-US bands in the USA/US Territories.
